Job Description

Under the general direction of the District Manager, the Operations Manager (OM) is an at-will, exempt, confidential, managerial position responsible for the management of the Operations Department and its staff. The OM plans, organizes and directs the District’s Operations program, including building and fleet maintenance. In addition, the OM is an integral member of District management team that assists the District Manager in planning organizing, directing, and evaluating the District’s intra-agency programs (i.e., Operations, Laboratory, and Administration). This position performs advanced professional work which requires the interpretation of advance concepts, methods, procedures, and technologies related to mosquito and vector control. Excellent communication, leadership skills and sound judgement are required.

Duties and Responsibilities:

NOTE: The following is a summary of some of the duties performed by employees in this classification. However, employees may also perform other unlisted duties that are roughly equivalent in terms of level of responsibility.

  • Manages mosquito and vector surveillance and control operations;
  • Establishes work standards for vector control operations staff and works with the vector control operations staff to plan, assign and schedule operations;
  • Performs annual/periodic performance evaluations of vector control Operations staff;
  • Manages District control programs and coordinates with applicable state, county, and city agencies to ensure collaborative efforts are utilized and vector control activities are coordinated;
  • Serves as the Chair of the District’s Safety Committee. The Safety Committee is responsible for conducting safety meetings, inspections of the District’s facility and vehicles, and ensuring all safety training and practices are utilized. In addition, the OM provides monthly training on new surveillance and control equipment, safety issues and various field operations; responsible for general security for the District;
  • Is instrumental in the management of technical phases of strategic program planning and delivery for the field operation programs;
  • Is instrumental in the development and direction of programs to reduce or eliminate environmental factors favorable to vector production;
  • Supports the Scientific Operations Manager, Administrative Manager and District Manager in public relations, community education programs, and in laboratory operations and disease surveillance, as needed;
  • Produces, reviews, and presents periodic reports to the District Manager and Board of Trustees;
  • Manages and coordinates maintenance of pesticide dispersal equipment and vehicles;
  • Coordinates and oversees the in-house maintenance for all buildings, as well as assists in overseeing large maintenance or building projects;
  • Responsible for the prompt response of vector control technicians for all service requests and routine larval surveillance/control;
  • Attends meetings and conferences as directed by the District Manager;
  • The OM is responsible for the general security of District buildings and vehicles;
  • Identifies the department’s budget needs and prepares necessary justification for budgetary needs;
  • Monitors programs to ensure that they are meeting objectives and are cost-effective;
  • Plans and directs work of staff in creating maps, graphs and data analysis utilizing existing software platforms;
  • Performs, participates in, and recommends employee hiring, counseling, disciplinary and other activities concerning District employees as needed by District policy, applicable regulations and for represented staff the Union contract;
  • Creates and maintains a high-performance environment characterized by positive leadership and a strong team orientation.

Knowledge, Abilities and Skills

  • Knowledge and experience in local government administration and/or public health program management;
  • Knowledge of safe pesticide use and handling, ecology and natural history of vectors, and vector treatment techniques is preferred;
  • Knowledge of principles of organization and personnel management;
  • Knowledge of federal, state, and local laws and codes, rules and regulations relative to mosquito and vector control, pesticide use, and water quality laws is preferred
  • Ability to communicate effectively;
  • Ability to establish and maintain effective working relationships with governmental agencies, private organizations, and the public; and
  • Intermediate use and operation of a Microsoft Windows-based PC system, MS Office software, GIS software, and data analytics software.

Physical Demands and Essential Duties

The position of Operations Manager requires work that is varied in nature. Individual must be able to:

  • Demonstrate measurable depth perception;
  • Must be able to communicate with the public in a tactful, courteous, and professional manner;
  • The position requires the ability to speak, read, and write effectively in English;
  • Ability to regularly operate a motor vehicle and be insured by our insurance provider;
  • Ability to regularly manipulate small parts and tools;
  • Ability to regularly bend at the knees and waist;
  • Ability to occasionally reach overhead;
  • Ability to occasionally traverse uneven ground such as fields, dirt banks, stream banks, rice fields, and shallow ponds;
  • Ability to perform repetitive motion associated with computer usage;
  • Ability to periodically assist in the lifting of objects weighing in excess of 60 pounds;
  • Ability to periodically lift objects weighing 50 pounds;
  • Ability to periodically climb ladders or other objects;
  • May be exposed to extremely high temperatures, insect bites, and chemical handling.

Requirements

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities are qualifying. A typical way to obtain the minimum required knowledge and abilities would be:

  • A Bachelor’s degree from an accredited college/university in biology, environmental science, public health, public administration, or related field; and five years of management/supervisory experience preferably in mosquito and vector control,
  • Or,
  • A Master’s degree from an accredited college/university in biology, environmental science, public health, public administration, or related field; and three years of management/supervisory experience preferably in mosquito and vector control;
  • Possession of valid California Department of Public Health Certification in Mosquito Control, Terrestrial Invertebrate Vector Control, and Vertebrate Vector Control (Cat. A, B, C, D) is required and must be obtained within 12 months from date of hire. A valid California Driver’s License and satisfactory driving record insurable under the guidance of the Vector Control Joint Powers Agency is required. License must be maintained throughout employment;
  • Persons selected for appointment may be required to pass a pre-employment medical examination including pre-employment drug testing and a thorough background check.
