Health and Human Services Agency

The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.

The Economic Mobility Branch offers assistance with eligibility services, such as CalFresh, WIC, Healthcare Programs, and CalWORKs through their multiple locations (Redding, Anderson, Shasta Lake, Burney and Enterprise). They provide CalWORKs employment support, as well as behavioral health team services and comprehensive perinatal alcohol and drug services. To encourage healthy families, the centers will offer prenatal care guidance, tobacco cessation, passenger safety education, parent education and support, and breastfeeding support. The Opportunity Center provides vocational training and employment services to people with disabilities. The Economic Mobility Branch will also help refer people to services in other HHSA branches.

ABOUT THE POSITION

Under supervision and in cooperation with Mental Health and Substance Abuse professionals and paraprofessionals, to learn to perform a variety of paraprofessional Mental Health and Substance Abuse services in the community or clinic setting, and to perform related work as required. This opening is in the Economic Mobility Branch of the Health and Human Services Agency (HHSA) and serves the CalWORKs Behavioral Health Team (BHT) and the Women’s Recovery & Resiliency Services program (Drug and Alcohol Treatment). This position requires working level knowledge of Microsoft Office. As a Community Mental Health Worker you will be working front reception, scheduling clients, screening intakes, maintain medical records, preform community outreach/presentations and provide transportation, and childcare cooperative services in addition to other support tasks.

DISTINGUISHING CHARACTERISTICS

The Community Mental Health Worker is a paraprofessional class and is distinguished from licensed and case management personnel in that the Community Mental Health Worker does not assume primary responsibility for Mental Health or Substance Abuse clients. The Community Mental Health Worker performs a variety of less complex functions in the Mental Health Department which do not require the skill and training of a Mental Health professional or case manager.

EXAMPLES OF DUTIES

Mental Health Clinic Assignment

Confers with inpatient and/or outpatient professional staff to evaluate needs and problems of clients; assist in scheduling routine and emergency appointments; performs crisis counseling on a regular basis; observes clients in individual and group settings to obtain information regarding basic Mental Health problems and related needs; records basic personal history and information; reviews referrals from other agencies in order to determine appropriate service; makes referrals and provides information to other Mental Health agencies. Schools and the Courts: provides related assistance to case manager and professional staff; participates in in-service training activities.

Mental Health Community Assignment

Transports or arranges transportation for various purposes such as to and from doctors and Mental Health appointments; shopping; assists clients to develop skills to enable them to transition into independent living environment; assist clients in learning to use social support programs and resources outside of the Mental Health system; under the direction of a case manager, makes home visits to monitor the level of client functioning; works as member of a treatment team to allow clients to live in the least restrictive setting; maintains records of work performed and prepares written reports; participates in in-service training activities.

Substance Abuse Program Assignments

Assists in initial intakes (processing of paperwork), in scheduling appointments, may observe clients in individual and group settings or consult with other staff in the program to obtain information regarding substance abuse problems and related needs, makes referrals, provides information to other mental health or substance abuse agencies, participates in group case consultations, individual supervision and in-service training activities. Supports the transportation and childcare for the clients in treatment to remove the barriers to women participating in treatment services.

IDEAL CANDIDATE

The ideal candidate will have knowledge and experience with clerical duties including using Word, Excel, database entry, scheduling software, and management of spreadsheets. Ability to collaborate with county and community partners. The ideal candidate understands that most of the duties are clerical in nature, however, has the ability to assist clients in crisis. Experience working with individuals with mental health issues, domestic violence, homelessness, and/or alcohol and drug addiction. Experience working with alcohol and drug addicted pregnant women and women with children, especially those involved with child protective services, probation, mental health, and/or domestic violence services is a plus. Experience driving a 12-person passenger van and working with children are a plus. They must have an understanding of confidentiality issues, teamwork, crisis counseling, and dual disorders, and demonstrate effective communication skills. In addition, the ideal candidate will have experience presenting program orientations and/or community outreach materials, conducting urine drug testing, conducting intake screening sessions and participating in chart reviews. Possessing an understanding of HIPAA, Drug Medi-Cal, Title 22, electronic medical records, billing and purchasing protocols is also considered ideal. The ideal candidate would also have experience with mental health issues and be comfortable working with the homeless individual.

Requirements

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Basic interviewing and counseling techniques; and general medical and psychological terminology.

Ability to: Learn to understand and work effectively with mentally ill and substance abuse clients; learn to work with Mental Health professional, case managers, social service agencies and other staff; maintain confidentiality of information about clients; effectively handle patients in crisis situations; read and understand Mental Health charts; communicate rules and objective to clients; keep simple records and prepare written reports.

These employment standards are typically attained with the completion of 15 semester or 22 quarter college units in Behavioral or Social Sciences or closely related field, or two years of experience working in a mental health or related setting.
